Application Process
All residential customers need to complete a residential application for service. We will need employment information, social security numbers and signatures for all adult residents. A new residential application is required each time you move into a new or different residence in town.

All commercial customers need to complete a business application for service. Please be prepared to provide a billing address, owner/officer contact information, federal identification number and signature.

All new customers have the option of either providing an acceptable letter of credit for each service (gas, electricity, water) or making a deposit for each of these services. Acceptable letters of credit can have no more than one late payment in the past twelve months. Deposits are calculated based on the highest usage in the past twelve months at the location where service will be provided.

Deposits are held until twelve consecutive months of timely payments are received. Deposits are refunded, with interest, at the next billing cycle and will be applied to your account. If a customer moves out of our service area before the twelve month requirement is met, the deposits will be refunded with the final billing for the property.

Utility bills are due on the 15th of each month. As long as your payment is left in one of our drop boxes before we open on the 16th it is considered paid on time. Bills that are postmarked on the 15th are also considered paid on time.

Payment Options
Rock Rapids Municipal Utilities mails the utility bill statements around the 25th of each month. They are due on the 15th of the following month. Payments can be made in five easy ways:

  1. We have two drop boxes for the payment of your bills. One is next to the front door of the building at 310 S. Third Avenue. The other is curbside in front of our building. Just drive up on the cement terrace (follow the arrows), drop your payment in the box and exit out the driveway.
  2. Payments may also be made in the office during regular business hours.
  3. Mail your payment to Rock Rapids Municipal Utilities, 310 S. Third Avenue, Rock Rapids, IA 51246.
  4. We also offer the convenience of direct debiting a bank account at any federally insured bank in the country. Return the completed Direct Debit form and return it to our office and your bank account will be debited on the 15th of each month. You will continue to receive your bill around the 25th of each month.
  5. We accept Visa, MasterCard and Discover in the office and by phone. Call us with your card information and we will process your payment by phone. There is a convenience fee when paying by card that we are required to pass along to the customer. This is a small percentage of your bill and we will inform you of the amount before processing the payment.

Rock Rapids Municipal Utilities allows residential customers to enter into an average monthly payment (AMP) plan. This averages your yearly utility usage and spreads it evenly over 12 months so your utility payment is the same each month. These plans are reviewed at the beginning of May each year to see if your monthly payment needs to be adjusted. If you are interested in this plan, stop in the office or call 472-2511 for the average monthly payment amount for your residence. There is a form that would need to be signed to enroll in an AMP plan.
